1631: First labour exchange  
It was Cardinal Richelieu who had the idea of using labourers to thoroughly clean up France. Ludwig XIII. of Bourbon and Richelieu, his affable statesman, transformed France into a showcase country. The Huguenot wars had been won, the "impertinent" British had been driven out of all French territories and it was time to enjoy life.
